Job Description
Role and Responsibilities:
Provide fully scoped and priced proposals for the requested activities. Contributing towards the effective and efficient delivery.
The Proposal Manager is responsible for providing all pricing and tender build up information in the effective and efficient management of the Intermediate Works. Ensuring compliance with current commercial procedures, contractual obligations and introducing best practice into the business areas where appropriate.
Key Accountabilities:
· Assess and scope the Intermediate requests, clarifying with the client as necessary.
· Develop the scope to a stage that enables the works package to be priced in sufficient detail to compile a framework agreement.
· Developing pricing documents and specifications from the clients scoping documents for consultants/contractors to accurately price.
· Price the works in detail, complete with build ups and sub contract quotes.
· Understand and include for all legislative and contractual standards applicable in each work package.
· Able to respond within the time frames stipulated within the contract, reacting to the clients requests responsibly and efficiently
· Be able to assess the capabilities of sub contractors and the prices returned, ensuring the returned prices are value for money and inclusive.
· Implementation of performance criteria to ensure compliance with contractual obligations and mitigate abatement payments.
· Responsible for the compilation of internal and external fortnightly financial reports.
· Actively participating in the change management process, liaising effectively with other team members, sharing business vision and receiving feedback.
Required Skills and Experience:
· Qualified to degree/diploma standard in a Engineering or Surveying discipline.
· Membership of an recognised professional body.
· At least 3 years experience in a Proposal or Estimating role.
· Experience of costing/pricing small and medium size work packages in a rail associated environment.
· Experience in the commercial management of sub contractors.
