Job Description
Job Purpose:
To be responsible for managing at a Strategic level and overseeing the operational function of the Intensive Supervision and Surveillance Programme throughout the East London Group in accordance with the specification set out by the Youth Justice Board and within the framework of the ISSP application approved by the Board in June 2002.
To achieve the key aims of the ISSP Scheme are to reduce the levels of the most persistent, prolific and serious young offenders in the East London Group.
To contribute to the community safety and crime reduction strategies by working in partnership with other criminal justice agencies to achieve a reduction on offending and re-offending by children and young people in the East London area.
To promote the welfare of children and young people. To promote their capacity for change and social inclusion. To deliver and review interventions within a framework informed by principles of anti-discriminatory practice and equality of opportunity.
To ensure that the East London ISSP pilot provision is operational by Spet 2004, and to monitor its progress
EDUCATION· An appropriate professional qualification relevant to one of the five statutory partners of the Youth Offending Team e.g.- DIPSW- Diploma in Probation Studies- Teaching qualification- Diploma in Youth and Community- First level nursing qualification- Qualified and confirmed Police Officer- Postgraduate qualification in any related discipline
EXPERIENCE· An effective Project Manager with a proven track record in delivering multi-agency schemes within challenging timescales.· Ability to manage a multi-agency team of workers to integrate and promote the strengths of individual workers within the team. · Experience of undertaking project and developmental work in co-operation with others. Able to influence others to achieve desired outcomes.· A minimum of 3 years post qualifying relevant experience gained within a social care / criminal justice / community safety field.· Substantial experience of undertaking direct work with children, young people, offenders and families.· Experience of undertaking risk assessment, planning, delivering and reviewing interventions to address offending behaviour / promote child welfare / meet social need.· Experience of directly contributing to the planning of services, policy and practice development.· Experience of evaluating and reviewing service delivery and performance against set objectives.· Experience of devising and delivering staff training / learning programmes.· Experience of guiding, advising or supervising staff / students / trainees both promotion of professional development.· Experience of working within a multi-agency setting and drawing on the strengths of agencies in the contribution they can make to reducing offending behaviour.· Responsible for the line management and supervision of staff.
